Article I. Name and Purpose

Section 1. This body shall be known as the International Relations Club.

Section 2. Its purpose is to promote a greater understanding of the global community through discussion groups, conversation partnerships, seminars, and social events.

Article II. Membership

Section 1. Membership in the International Relations Club shall be open to all regularly enrolled students at Midlands Technical College.

Section 2. A member in good standing must be currently enrolled.

Article III. Meetings Section 1. The International Relations Club shall meet once each semester at the beginning of the term. Other meetings may be called by the president or by the club advisor.

Section 2. A quorum shall consist of the members present at the meeting.

Article IV. Officers and Elections

Section 1. The officers of the International Relations Club shall consist of a president, vice president, secretary, and treasurer.

Section 2. Terms of office shall be one year, beginning in the Fall Semester. Officers may serve successive terms.

Section 3. Officers may be removed from office with a two-thirds vote of the membership.

Section 4. Elections shall be held at the first meeting of the fall semester. Voting shall be by secret ballot, and a simple majority will signify election, or the election may be by acclamation if there is no opposition.

Article V. Duties of Officers

Section 1. The president shall preside at all meetings, appoint chairs of committees, chair the Executive Committee, and represent the club at meetings of the Student Advisory Board.

Section 2. The vice president shall preside at meetings in the absence of the president. The vice president shall serve as the parliamentarian, using Robert’s Rules of Order, and perform such other duties as may be assigned by the president.

Section 3. The secretary shall keep minutes of all meetings and present them for approval at the next regular meeting of the club.

Section 4. The treasurer shall collect any funds, make expenditures, keep financial records, and render timely reports.

Article VI.Standing Committees

Section 1. The Executive Committee shall be composed of all officers and committee chairs. It shall meet once a month with the advisor to hear reports of committee chairs and plan future meetings. The secretary of the club shall serve as the secretary of the Executive Committee.

Section 2. The Conversation Partners Committee shall assist International students in gaining greater fluency in spoken English and to assist MTC foreign language students in gaining greater fluency in speaking Spanish or French. The committee chair will help the club advisor match members in partnerships according to their interests and time available.

Section 3. The Nominating Committee shall recruit a slate of officers for the membership’s consideration at the first meeting of the fall semester. Nominations shall also be open on the floor at the meeting.

Section 4. The Social Committee shall plan social events for the members, including an annual Halloween party, Friday night dinners at restaurants serving international cuisine, and other appropriate events.

Section 5. The Special Events Committee shall determine members’ interest in global topics and shall arrange panel discussions and presentations to address these topics.

Article VII. Club Advisor

The International Relations Club shall have a regular faculty member to serve as advisor.

Article VIII. Amendment to Bylaws

Section 1. These bylaws may be amended at any regular meeting provided that proposed amendments have been submitted in writing to the president. A majority vote shall suffice for adoption.

Section 2. Amendments are subject to approval by the Coordinator of Student Activities.

Article IX. Ratification

These bylaws shall become effective after acceptance by two-thirds of the members present at a meeting. Adopted: September 22, 1999

Amendments

Amendment I

Article IV Section 3 shall read:

Officers may be removed from office with a two-thirds vote of the membership or by a two-thirds vote of Executive Committee.

Amendment II

Article IV

Section 5. The Executive Committee may fill vacancies when they occur in club offices by a simple majority vote.”

Amendment III

Article VIII Section I shall read:

These bylaws may be amended at any regular meeting of the membership or the Executive Committee provided that proposed amendments have been submitted in writing to the president. A majority vote shall suffice for adoption.
