Summary of Chapter 31 Benefits
Welcome to Midlands Technical College. The following is provided for you as an important explanation of the rules and procedures concerning your VA educational assistance. Once you have been approved for Chapter 31 Vocational Rehabilitation Benefits bring a copy of your VA Form 28-1905 you received from your case manager to our office.
Advisement/Registration Process
The school will notify you by mail every semester of the advisement and registration dates . Once you have scheduled your classes come immediately to our office with your class schedule to complete your VA Registration Card. Completion of this card locks in your classes, books, and supplies as well as charges your account to VA. Failure to complete your card will result in your classes being dropped on the last day of payment. If your classes are dropped, you will have to reschedule during late registration and pay a $75.00 late fee. Your VA Registration Card also certifies your enrollment for you to receive your monthly checks. Follow this procedure every semester.
- Book Voucher
Book purchases will be made during a specified time each semester; normally one week before classes begin. Have your class schedule with you to ensure that you purchase the required books. Solutions manuals are ONLY authorized for math and accounting classes. Study guides ARE NOT authorized. You are responsible for retaining receipts in the event of a discrepancy concerning your charges. In addition, the bookstore requires receipts for any exchanges or returns. If you withdraw prior to completion or fail a class, you must keep the book to use when you repeat the class. The class must be repeated the semester following your withdrawal or failure. The VA will NOT purchase duplicate books unless the book has changed. If the book has changed, then you will bring your bookstore receipt for the previous book and class syllabus for the current class to our office and we will authorize the purchase of the new book.
- Supply Voucher
Supplies are authorized at $10 per class. General supplies are items such as notebooks, paper, pens, highlighters, diskettes, binders, etc. It is highly recommended that you attend all classes prior to purchasing supplies. Each instructor requires different items for their class and once you exhaust your allotment you will be responsible for any additional purchases. Your allotment for supplies will remain in the bookstore system for 30 days from the beginning of class. After that, any unused allotment will be taken out of the system. New students under Chapter 31 are authorized to purchase a book-bag not to exceed $35 and a dictionary not to exceed $27. (These items are authorized only one time). Additional supplies such as calculators, tools/instruments, uniforms, and zip disks will be authorized once you bring your class syllabus requiring the item to our office.

Requirements/Procedures
You must remain in the program of study that you were approved for by VA. VA will only pay for classes required in that program, prerequisite courses, or refresher courses if recommended by your placement test scores. Your counselor at the Vocational Rehabilitation Office must approve any program changes or any deviations of the procedures stated above.
You must notify our office of any change in your class schedule. If you drop or are withdrawn from a class, bring your drop slip to our office and complete a statement for your VA Case Manager as to the circumstances causing your withdrawal.
If you have previously attended college, you must request official copies of your academic transcripts be sent to our Admissions Office. VA will not pay for courses that you have already taken and passed.
- A VA Case Manager will meet with you at least
once every semester and will send you written notification of the
scheduled meeting time. These meetings
are extremely important, and failure to attend may result in
termination of your benefits.
- Your monthly
checks will be mailed to your home address or put in your direct
deposit bank account between the 1st & 5th of each month,
paying you for the previous month. To sign up for direct deposit
call 1-877-823-2378. You will need your bank account number and
routing number to do this.
- You will receive an additional allowance for
your dependents. If your disability is
rated at 30% or higher, your dependent information should be on
file with VA. If your disability is less than 30%, our office will
need to submit your dependent documents.
- Students in at least 3/4-time attendance are eligible for VA work-study jobs. Students in danger of failing a course are eligible for tutorial assistance. Contact our office if you are interested in either program.
Our office will assist you in every way possible; so if you have any questions or problems, please do not hesitate to contact us. Please remember that the monetary assistance you receive from VA is a benefit, and there are federal and state regulations that apply.
